Procurement pipeline — regenerates the ledger from the scrape
The canonical london-municipal-audit repository: a SHA-256-pinned capture of the City's Contract Awards report, the offline parser, and pipeline/reproduce.py. `make reproduce` rebuilds the 1,978-row award ledger byte-identical and replays all ten procurement figures (C010–C013 and the $1,022,279,436.11 known-value total) in ~4 seconds offline; `make test` runs the same logic as 19 assertions.
